What is the CAP and why does it exist?

The CAP (Certificate of Professional Aptitude) is the mandatory professional qualification for anyone driving trucks or buses for paid work in Spain. It is regulated by Royal Decree 284/2021 and transposes EU Directive 2003/59/EC, in force across all member states. It is not an extension of the driving licence — it is an independent certificate that proves specific training in road safety, transport regulations, driver rest periods and passenger care.

It exists because driving heavy-tonnage vehicles under work pressure (schedules, mileage, delivery deadlines) requires skills the general DGT exam does not cover: fatigue management, digital tachograph, cargo handling, eco-driving and emergency response in heavy vehicles. The original mandate took effect in 2008 for buses and 2009 for trucks; drivers operating professionally before those dates retain acquired rights — but only for the specific transport mode and vehicle they were already operating.

Who must hold a CAP? (and who doesn't)

The CAP is required of any driver who, for paid work, operates vehicles needing one of the professional licences:

Exempt from CAP:

  • Armed forces, state security forces and fire-service vehicles.
  • Medical-emergency and civil-protection vehicles.
  • Vehicles operated within 50 km of base where transport is not the driver's main activity.
  • Driving-school vehicles during exam tests.
  • Private non-remunerated vehicles (professional motorhomes, private RVs).

Initial vs continuous CAP: which one applies

If you have never held a CAP, you need the initial CAP: a theoretical-practical course of 280 hours (standard mode) or 140 hours (accelerated mode, accessible from age 21 for goods and 23 for passengers). It ends with an official multiple-choice exam set by the Ministry of Transport at your regional authority.

If you already hold a CAP and it's nearing expiry (every 5 years from the last renewal), you need the continuous CAP: a 35-hour course at an accredited centre. There is no official exam — attending and passing the centre's internal exercises is enough. Renewal can be done in the 12 months before expiry without losing validity, and the new expiry date is calculated from the original date, not from the course date.

Goods CAP vs passenger CAP: are they interchangeable?

No. Each modality only authorises its own transport type. If you hold a goods CAP you cannot drive a passenger bus, even with a valid D licence, and vice versa. Theory overlap between modalities is high (common legislation, driver rest, tachograph), so if you already hold one and want to add the other, you don't have to repeat the full course: a reduced 'bridge' training exists that credits common hours and only requires the specific module of the other modality — typically 35 to 70 additional hours.

The official initial CAP exam: format and blocks

The official initial CAP exam has 100 multiple-choice questions in 90 minutes. It is split into three thematic blocks and to pass you need at least 50% in each individual block plus 50% overall. The final mark is pass/fail. If you fail one block you must retake all three in the next sitting — blocks cannot be compensated across separate sittings.

Important: this is NOT the C or D licence theory exam. Those are managed by the DGT and prepared with the official DGT bank (you can practise free at the C licence test or the D licence test). The CAP exam is managed by the Ministry of Transport through your regional authority, with a different question bank focused on professional transport.

Penalties for driving without CAP

Driving professionally without a valid CAP is classified as a very serious offence under article 142.10 of the Spanish Road Safety Act. It carries a €2,001 fine for the driver and up to 6 points off the driving licence. The company owning the vehicle can also be fined for allowing driving without CAP — it is not only the driver's liability. If your CAP has expired, the legal situation is identical to having none: the moment it lapses you are no longer authorised and must stop paid service until you have completed the continuous CAP.

How to choose an accredited centre

  • Official accreditation: The centre must be registered with the Ministry of Transport and listed in your region's official directory. Without accreditation, hours don't count.
  • Theory/practice ratio: Ask for the syllabus breakdown before enrolling. A good centre devotes at least 25% to real vehicle practice, not just classroom theory.
  • Flexible scheduling: The initial CAP is hundreds of hours — if you're employed, look for evening or weekend classes. The accelerated mode (140 h) is more compatible with an ongoing job.
  • SEPE / Fundae subsidies: If you're unemployed, ask about SEPE financing. If you're employed, your company can get the course subsidised through Fundae — the cost to you may drop to zero.

Frequently asked questions about the Spanish CAP

Is the CAP mandatory to drive a truck in Spain?
Yes, it is mandatory for any professional driver operating vehicles that require the C1, C, C1+E, C+E, D1, D, D1+E or D+E licences for paid road transport of goods or passengers. It is regulated by Royal Decree 284/2021 and EU Directive 2003/59/EC. Limited exemptions exist: emergency vehicles, armed forces, transport up to 50 km without remuneration, driving-school exam vehicles, and private vehicles without remuneration.
Does holding the C licence already include the CAP?
No. They are two independent qualifications. The C licence is issued by the DGT and authorises you technically to drive the vehicle; the CAP is a professional certificate issued by the Ministry of Transport and authorises you to do so for paid work. Passing the C licence theory exam does not exempt you from the initial CAP course, and vice versa: the CAP is only valid if you hold the corresponding licence category in force.
