Royal Decree 284/2021 regulates the certificate of professional competence required to drive on Spanish public roads in professional road transport when the vehicle requires C1, C1+E, C, C+E, D1, D1+E, D, or D+E permits. That is why CAP appears in most searches related to truck, trailer, minibus, or bus work.
In practice, getting the driving license is not always enough to work. If your goal is professional goods or passenger transport, CAP becomes a separate layer on top of the permit itself.
