Find a safe place where parking is permitted and stop there to make the call. Merely slowing down or stopping anywhere is insufficient: do not handle the phone during a traffic-imposed stop such as a red light either. Even a hands-free conversation can distract. An urgent call does not authorise handheld phone use while driving or a dangerous stop.
