Yes. Article 12.2 exceptionally allows children over seven to travel with a parent, guardian or an adult authorised by them, meeting the vehicle, helmet and seating requirements. This is not restricted to built-up areas. The general rule in article 12.1 concerns passengers over twelve. The child may not sit between the rider and handlebars. The moped helmet must meet the approval required by article 118.
