Article 86.3 requires those categories to let followers pass when opposing traffic, insufficient width, road profile or condition impede safe overtaking. It does not require entering an impracticable shoulder. Other obligations still apply without that difficulty: do not accelerate to obstruct overtaking, facilitate it and reduce speed when danger arises as required by the rule.
