The rider needs authorisation from the child’s parent or guardian. Article 12.2 exceptionally allows children over seven to travel with such authorised adult riders, while retaining the helmet, seat and footrest requirements. Authorisation does not replace those requirements or allow the child to sit between rider and handlebars.
