A van intends to stop double-parked to unload, seriously obstructing traffic. Even without a loading bay nearby and for less than two minutes, may it do so?

Correct answer

No, because it would seriously obstruct traffic.

No. A stop must not create danger or seriously obstruct traffic, under Articles 16 and 91. The absence of a loading bay does not permit this. Lasting less than two minutes is insufficient: a stop also requires not leaving the vehicle and complying with applicable rules. Double parking is prohibited under Article 94.2.g. Any stop without danger or obstruction remains subject to signs and local rules; there is no general permission to unload double-parked.
