Correct answer

on any road, whether inside or outside a built-up area.

Both inside and outside built-up areas. Use part or all of the adjacent or opposite lane as appropriate; with more than one lane per direction, change lanes completely. Never endanger or obstruct oncoming road users. Outside built-up areas, also reduce speed to at least 20 km/h below the road limit before and throughout the manoeuvre. Do not apply the old answer that the 1.5-metre requirement for pedestrians applies only outside built-up areas.
