As a general rule, 12 points are assigned under Traffic Law article 63. Eight are assigned when licence age is no more than three years, unless another licence with that age was already held, and on obtaining a new licence after losing all points. Recovering a licence lost for some other reason does not automatically imply that balance. The points balance is shared across all the driver’s authorisations.
