Correct answer
No, it must drive on the carriageway.
As a general rule, ride on the carriageway. An engine capacity of 125 cc does not by itself authorise shoulder use. Exceptions include an emergency requiring travel at abnormally reduced speed that seriously disrupts traffic, with a passable and sufficient right shoulder. Article 36.3 also permits extraordinary motorcycle use of the right shoulder on authorised, signed sections: only when traffic lanes are stopped by congestion, at no more than 30 km/h and in single file. Take particular care, do not endanger users required to use the shoulder, and leave it if necessary. A queue alone is insufficient.
