No. That rain alone does not justify their use. Front fog lights may be used when conditions significantly reduce visibility and on the signed narrow winding sections specified in Article 106. Rear fog lights require especially adverse conditions, such as thick fog or very heavy rain. Front fog lights are not compulsory in every such case: dipped or main-beam lighting may be used as appropriate. This situation excludes the other grounds for fog-light use; all other applicable lighting duties still apply.
