It must last less than two minutes and the driver must not leave the vehicle, under the definition of a stop in Annex I of the Traffic Law. A duration of two minutes or more, or leaving the vehicle, no longer meets that definition. Immobilisation due to an emergency or traffic requirements is a traffic-related or emergency halt. Switching off the engine or lights does not by itself make it a stop; lighting requirements and other applicable rules must still be followed.
