No. Article 87(1)(d) prohibits overtaking in tunnels when there is only one lane for the overtaking vehicle’s direction. Do not confuse this with exceptional Article 88 cases, such as passing a vehicle immobilised for a reason other than traffic needs when safe and while meeting applicable requirements. This does not claim that every conceivable passing manoeuvre is prohibited without exception.
