When it could dazzle any road user, replace main beam with dipped beam. This includes pedestrians and drivers ahead travelling in the same direction who could be dazzled through their mirrors, not just oncoming traffic. Position lights must accompany the applicable driving lights; having them on is not by itself a reason to prohibit main beam.
