When the vehicle is stopped or parked, under Article 100(2). Ordinary use differs from brief light warnings authorised by the regulations, which have conditions and must not dazzle. Main beam is not banned in every tunnel; use depends on illumination, speed and dazzling risk under Articles 100–102.
