No. The towing conditions in Article 12.3 do not permit carrying people in the towed vehicle. They include a trailer mass no greater than 50% of the towing vehicle unladen mass, daylight travel with sufficient visibility and a 10% reduction from the applicable general speed. Permission to carry a passenger in an authorised seat of the towing vehicle does not permit carrying them in the trailer. Urban traffic is subject to the relevant municipal ordinances.
