Can a child be carried between the handlebars and the rider of a motorcycle?

No. Article 12 prohibits placing a passenger between the rider and handlebars, including on urban roads. A passenger using the motorcycle’s pillion seat must sit behind the rider, astride with feet on the footrests, meeting applicable age, vehicle-authorisation and protective-equipment requirements. A sidecar occupant uses the sidecar’s own seat; they cannot sit between rider and handlebars either.
