Correct answer
bicycles.
Bicycles may ride two abreast on the shoulder: this is the Article 36(2) exception to the prohibition on parallel travel. If the shoulder is absent or not usable and sufficient, they may occupy the essential part of the carriageway. In that case they must ride single file on sections without visibility, when affecting traffic flow, between sunset and sunrise, or in weather or environmental conditions substantially reducing visibility. The extraordinary shoulder use by motorcycles under Article 36(3) requires single-file travel.
