Correct answer
Bicycles.
Bicycles may ride two abreast on the shoulder. If there is no shoulder or it is not usable and sufficient, they may use the indispensable part of the carriageway. They must ride single file on sections without visibility, when traffic flow is affected, at night or in conditions substantially reducing visibility. The exception does not mean riding abreast is safe in every circumstance.
