Reach a suitable speed to join safely, giving way to traffic already on the carriageway. At the start of the lane check those vehicles’ position, path and speed, stopping there if necessary; then accelerate appropriately and signal. Do not force entry or exceed the limit. Always reaching maximum speed or planning to stop at the lane’s end is not the rule.
