Article 91.2 includes double parking with no driver present. The vehicle need not be empty; the criterion is the driver’s absence. Other dangerous or seriously obstructive situations include preventing a correctly parked vehicle from leaving. Exceeding 15 minutes or using a loading area outside its operating hours does not by itself establish that ground.
