When overtaking a pedestrian outside a built-up area, is a 1.50 m lateral clearance alone sufficient to authorise the manoeuvre?

No; the other safety and traffic conditions must also be met.

Not on its own: clearance must be at least 1.5 m and all other article 85.4 conditions must be met. Occupy part or all of the adjacent or opposing lane; with more than one lane per direction, a full lane change is mandatory. Outside built-up areas, reduce speed by at least 20 km/h below the limit before and during the manoeuvre, without endangering or obstructing opposing traffic. Do not indiscriminately extend this list to all motorcycles.
