Correct answer
When it is snowing heavily.
The rear fog light is used only in especially adverse weather or environmental conditions: thick fog, very heavy rain, heavy snow, or dense dust or smoke. Of the choices, heavy snow is correct. Being on a mountain pass or in a tunnel alone does not justify it. Article 106 does not establish a general visibility threshold below 50 metres. Switch it off when those conditions cease to avoid dazzling other drivers.
