There is no general duty to carry spare bulbs or tools to replace them: this requirement was removed in 2010. Annex XII of the General Vehicle Regulations does not include them. Keep the lighting in working order. Follow the manufacturer’s bulb-replacement instructions and use a workshop if the repair cannot be performed safely; not all lighting systems require an authorised workshop.
