Manufacturers, importers or their representatives in Spain apply for technical certification; a competent third party designated by DGT issues the certificate after checking technical requirements. It is not obtained through a rider driving test. It differs from registration of the individual PMV: its owner must arrange that registration and obtain the registration certificate and identification label. Technical certification alone does not replace registration or compulsory insurance.
