Do not enter, despite having priority, if you expect to stop and obstruct crossing traffic, under Article 59.1. Wait before the junction until you can pass without blocking it. The restriction concerns anticipated obstruction, not every possible stop. If already obstructing a signal-controlled junction, Article 59.2 requires leaving without waiting for your favourable signal, provided you do not impede traffic moving in the permitted direction.
