Other lanes in that direction may be used when traffic or road circumstances make it advisable, without obstructing following vehicles; their use is not limited to overtaking. Extraordinary motorcycle shoulder use is permitted only on designated, signed sections when carriageway traffic is stopped by congestion, at no more than 30 km/h and in single file, without endangering regular shoulder users. The question excludes that case and emergencies.
