The vehicle that entered first has priority. If there is doubt about which entered first, manoeuvring difficulty and the order in Article 62 apply. That criterion does not override a vehicle known to have entered first. Steep gradients have a specific rule, and instructions from officers or personnel controlling passage must be obeyed.
