On all roads, urban and interurban. Article 118.1 requires belts in those conditions and exempts those occupants from helmet, glove and closed-footwear duties. The structure and belts must be recorded in the vehicle documentation; adding a part yourself is not enough. Protection does not eliminate every injury risk.
