Stop. Annex I, section 1.1.c, provides that a swinging red or yellow light requires the road users it is directed towards to stop. Extra caution alone is insufficient, and it is not by itself an order to turn around. Officers’ instructions take priority over other signals; follow their subsequent directions to proceed.
