Correct answer
mopeds.
Mopeds, expressly prohibited by Article 38.1. A modified moped capable of higher speed is still prohibited because of its category. Motorcycles and lorries are not banned solely by belonging to those categories, though their own requirements and restrictions apply. Distinguish an autopista from an autovía: an exception for some bicycles on autovía shoulders does not permit them on autopistas. The capability of exceeding 60 km/h on level ground in Article 38.3 concerns certain special vehicles, rather than general permission for every vehicle.
