Article 16 provides an exception when using the road is unavoidable, without danger or serious disruption and subject to stopping, parking and other requirements. Convenience or remaining inside the vehicle does not establish the exception. Placing goods on the carriageway, shoulder or pedestrian areas is prohibited in every case; positioning the lorry and placing goods are different acts.
