Yes. At no more than 40 km/h it may use dipped headlights instead of main beam, under article 101.2.b. Main beam may be used if installed and it does not dazzle others; replace it with dipped headlights if it could dazzle, including through the mirrors of the vehicle ahead. Article 100.1 requires main beam above 40 km/h in its specified circumstances, subject to the exceptions in articles 101 and 102. The requirement in insufficiently lit tunnels is also subject to those conditions.
