Stop before entering and wait until the signal permits passage. Do not enter slowly or reverse to an exit. The image shows the tunnel entrance, rather than an immobilisation inside it. If held up by traffic inside a tunnel, switch off the engine, keep sidelights on and temporarily use hazard lights to warn following drivers. Those interior rules should not automatically be applied to the exterior, nor should the explanation imply that an engine inside a tunnel is always left running for two minutes.
