At least 50 metres. Annex XI of the General Vehicle Regulations requires V-1 to be visible in every direction from that distance without affecting the driver’s visibility. It consists of a device with one or more approved blue lights; installation depends on vehicle type. Do not confuse it with the amber V-2 vehicle-obstacle signal, for which visibility at 100 metres is required.
