Correct answer
Before setting off, with the vehicle stopped.
Before moving off, while stationary, and keep it fastened during the journey. Stopping at a red light or in traffic is not a reason to unfasten it. At the end of the journey, with the car immobilised safely, it may be unfastened to leave. Adjust it correctly; also comply with child restraint rules and any applicable statutory exceptions.
