40 km/hour.

The general minimum is half the general maximum for the vehicle category and road: here, 40 km/h. This applies even without other vehicles. Slower travel is allowed when traffic, road or vehicle conditions prevent a higher speed without danger, and in other cases authorised by Article 49. Never accelerate beyond a safe speed merely to reach the minimum.
