When there is insufficient visibility to perform the manoeuvre safely. Also signal and check that the speed and distance of approaching vehicles allow a safe turn. Positioning before the turn must not invade the opposing side; this does not prohibit crossing its path during a permitted, safe turn. Normally leave the junction centre on the left, unless its layout or signs require leaving it on the right.
