Correct answer
When they are cold.
With the tyres cold, using the recommended value for the load and operating conditions. Pressure normally rises as tyres heat up during driving: a hot reading is not fictitious pressure, but should not be compared directly with the cold reference value. Do not release air to compensate for this normal rise. Check regularly rather than waiting until a tyre looks deflated.
