Yes, as a general rule, if the passenger is over 12 years old.

The regulation that came into force in 2016 allows people under 18 years old to carry passengers on mopeds, and it is from the age of 15 that we are permitted to carry a passenger. As a general rule, the passenger must be over 12 years old, except for those over 7 years old, who may be passengers provided that the motorcycle or moped rider is their father, mother, guardian, or an authorised adult.
