Correct answer

Stop at the required point unless I am too close to stop safely.

Stop under the same conditions as for a steady red light: do not pass the signal or the nearest preceding stop line if one exists. The exception applies if, when amber appears, you are so close to the stopping point that you cannot stop with sufficient safety. Do not accelerate to beat red. Steady amber is not equivalent to flashing amber.
