Correct answer
4 children, if equipped with adapted safety devices.
Four: each occupant, minor or adult, counts as one person and uses one seat. For minors 135 cm tall or shorter, article 117 requires an approved restraint suited to height and weight and generally a rear seat. A front seat is allowed if there are no rear seats, all are occupied by minors subject to that rule, or all the restraints cannot be fitted there. A rear-facing front restraint requires deactivation of any frontal airbag. Install restraints according to manufacturer instructions.
