No
No. R-308c prohibits parking on its side of the road from 9 a.m. on the first day until 9 a.m. on the sixteenth. At 10 a.m. on the first day the prohibition is already in force and also applies to motorcycles, even without inconvenience. It starts at the sign and extends to the next junction. The sign does not itself prohibit stopping, but other rules may do so: there is no exclusive exception for cars.
