Both the driver and passengers must correctly fasten the installed belts on urban and interurban roads. Article 117 sets the obligation and article 119 provides specific exemptions, which this question excludes. A belt reduces injury and ejection risk but does not guarantee complete protection in every crash. Minors are additionally subject to the applicable child-restraint rules.
