The brake pads.
They are the brake pads. They sit in the caliper and, during braking, the pistons press them against the faces of the disc, which rotates with the wheel. They do not expand like drum-brake shoes. Not rotating with the wheel does not mean they cannot move during brake operation. Discs are the rotating elements; drums belong to another brake design.
