When an emergency forces it to travel at an abnormally reduced speed, below 60 km/h. That triggers the duty to leave at the first exit. Travelling at 70 or 80 km/h without an emergency does not by itself trigger this rule. Congestion forcing traffic to move slowly does not amount to that vehicle emergency either. If unable to reach the minimum speed and there is a risk of a rear-end collision, use hazard lights while moving; if continuing is unsafe, do not force the vehicle onward.
