On all road types. Article 118 requires a properly fastened helmet; the self-protection-and-belt exemption must be documented and requires belt use. The former medical helmet exemption in article 119.3 was removed from 1 October 2026. The reform requires UNECE R22 approval, with a one-year transition from that date during which certified moped helmets compliant with the former rule remain allowed.
