It is a reversible lane. Article 40 requires at least dipped headlights by day and night and compliance with its direction control. That fact alone does not create a general ban on entering every lane to the left: lane changes must follow signals, markings, authorised direction and safety rules. A fixed 60–80 km/h range is not the rule for an urban reversible lane.
