Both rider and passenger must wear an approved UNECE R22 helmet, properly fastened, on all roads. The article 118 exception requires a protective structure, seat belts and confirmation in the technical inspection card or moped characteristics certificate; seat-belt use is then mandatory. Merely fitting a belt or riding slowly does not suffice.
