No. Article 12 of the General Traffic Regulations prohibits placing a passenger between the rider and the handlebars. The passenger must use the designated seat behind the rider, sit astride and keep both feet on the lateral footrests. The age exception for some children travelling with a parent, guardian or authorised adult does not alter those positioning conditions. A suitable helmet does not authorise that front position either.
